Karl D. Fiebelkorn, M.B.A., R.Ph. - Director/Editor

Karl D. Fiebelkorn is a 1978 graduate of the University at Buffalo School of Pharmacy and holds a Master's of Business Administration from the UB School of Management. He practiced community pharmacy with the Fay's Drug Company as a supervisor for 15 years, and also served as a clerkship preceptor there from 1980-1995. Mr. Fiebelkorn has served as an advisor to the Office of Postgraduate Professional Education and to Pharmacy Law since their inception and was appointed as editor of Pharmacy Law upon joining the faculty of the UB School of Pharmacy in December 1995. He became director of the publication in 1998. Mr. Fiebelkorn teaches several subject areas, including pharmacy law, pharmacy management and administration, managed care pharmacy and pharmaceutical care and disease and therapeutics. He is also a lecturer for the Office of Postgraduate Professional Education, where he lectures in several subject areas.

He is a member of numerous professional organizations, including the American Pharmaceutical Association, the American Association of Colleges of Pharmacy, The American College of Clinical Pharmacy, the American Managed Care Pharmacy and the American Society for Pharmacy Law. He serves as chairman of the Pharmacists' Association of Western New York and was voted Pharmacist of the Year for 2002 by the members of that organization. He is a co-investigator in several studies involving Attention Deficit Hyperactivity Disorder, is pursuing a doctorate degree in pharmacy and was appointed Assistant Dean for Student Affairs and Professional Relations in November 1999. He was also appointed Director of Clinical Pharmacy Services at the Community Health Center of Buffalo in June 2002.

Louise Cooper, M.S., R.Ph.

Louise Cooper is a 1969 graduate of the University at Buffalo School of Pharmacy, and in 1973 received a master's degree in Clinical Pharmacokinetics there. In her early career she worked in the Millard Fillmore Hospital Clinical Pharmacokinetics lab as a research associate.

In 1976, she completed a one-year fellowship at Long Beach Memorial Hospital in Long Beach, California and then returned to Buffalo to marry and raise a family. Coming out of retirement in 1996, she was hired as a laboratory instructor in the Pharmacy Practice lab at the University of Buffalo and in 1998 she joined the staff of Pharmacy Law as a guest editor. Mrs. Cooper is past president of the Auxiliary to the Pharmacists' Association of Western New York. She also presently serves as the pharmacist for the Attention Deficit Hyperactivity Disorder Clinic for the Center for Children and Families at the University at Buffalo.

Robert M. Cooper, Pharm.D.

Robert M. Cooper, the founding editor of Pharmacy Law, received his Doctor of Pharmacy degree in 1964 from the University of California, San Francisco Medical Center. Dr. Cooper taught at the University at Buffalo School of Pharmacy from 1967 until his death in 1995.

In addition to his creative and innovative teaching, which earned him UB's Chancellor's Award for Excellence in Teaching in 1976 and the Rho Chi Excellence in Teaching award in 1995, Dr. Cooper served the School of Pharmacy in an administrative capacity, holding the posts of department chairman, assistant dean, and associate dean.

He was regarded throughout the state as an authority on pharmacy law, and often consulted with pharmacists and regulatory agencies and presented continuing education programs on pharmacy law to pharmacists and other professionals. He founded Pharmacy Law in 1993 with the goal of bringing current, concise, accurate information about pharmacy law to practicing pharmacists.

Dr. Cooper was known for his personable demeanor, his contagious sense of humor, and his dedication to his students and colleagues. A memorial fund in his name finances two annual scholarships to UB pharmacy students, a memorial lecture every two years, a commencement award, and a yearly stipend to help send a student to a national professional meeting.

Joseph J. Bova, R.Ph.

Joseph J. Bova, R.Ph.

Joseph J. Bova is a 1977 graduate of St. John's University College of Pharmacy. He is the owner of Carys Pharmacy in Dobbs Ferry, New York. Since becoming licensed in 1977 he has given over 100 public speaking appearances promoting good health and good medicine for adults and children. He has been a member of the Board of Trustees at Community Hospital at Dobbs Ferry since 1994. He also serves as chairman of the Small Business Committee of the Community Hospital at Dobbs Ferry Foundation, an independent group that focuses primarily as a fundraising arm of the hospital.

Mr. Bova is a member and past chair of the New York State Board of Pharmacy. He is also past president of the Pharmacists Society of the State of New York, and serves on the Board of Trustees for the Village of Dobbs Ferry.

Martin Burruano is a 1981 graduate of Canisius College with a B.A. in biology, and is a 1985 graduate of the University at Buffalo School of Pharmacy. He practiced community pharmacy with Wegmans Food and Pharmacy as a Pharmacy Manager for ten years, where he served as a clerkship preceptor from 1993-1999. He is presently employed at Independent Health Association as a Prior Authorization Manager/Clinical Pharmacist. He is also a member of the Board of Directors of the Pharmacists Association of Western New York, and a member of the Pharmacy Alumni Association.

John B. Carlo, R.Ph.

John B. Carlo, R.Ph.

John Carlo is a 1979 graduate of Northeastern University, where he received a B.S. in pharmacy. From 1979 to 1990 he practiced community pharmacy at Transit Valley Drug Mart, where he was the managing partner. In 1990, John joined Wegmans Food and Pharmacy and worked as the Pharmacy Operations Manager. He is currently the Manager of Managed Care Relations.

Mr. Carlo is presently on the New York State Board of Pharmacy and is chairman of the MPJE review committee. He is a member of several professional organizations and a past president of the Pharmacists Associaiton of Western New York. He also sits on the Pharmacy and Therapeutics Committee for Preferred Care and is a member of the Excellus Advisory Committee.

Debra B. Feinberg, R.Ph., J.D.

Debra B. Feinberg is a New York Registered Pharmacist who received her Bachelor or Science degree in pharmacy from Albany College of Pharmacy and her Juris Doctor from Albany Law School. She is the executive director of the New York State Council of Health-system Pharmacists, an association for hospital and health-system pharmacists. She is also an adjunct professor at Albany College of Pharmacy teaching jurisprudence. Debra is a member of the American Society of Health-System Pharmacists, the New York State Bar Assocation, and the American Society of Association Executives.

Dr. Howard Forman received his B.S. and Pharm.D. degrees from the University at Buffalo School of Pharmacy. From 1977-1998, he was a member of the clinical faculty at the UB School of Pharmacy, teaching several courses and serving as a preceptor for undergraduate and Doctor of Pharmacy students. During his tenure, Dr. Forman was also Chairman of the Pharmacy Practice Department and Director of Continuing Education for the school. In 1993, Dr. Forman worked with Dr. Robert Cooper to establish Pharmacy Law. Presently, Dr. Forman is a Medical Science Manager for Bristol-Myers Squibb Company.

Cori Miklejn, R.Ph.

Cori Miklejn, R.Ph.

In 1995, Cori Miklejn received her B.S. in Pharmacy from the University of Buffalo. She has practiced retail pharmacy for six years, presently being employed as a PatientCARE Clinical Pharmacist for Eckerd Drugs in the Buffalo area. In addition she is on the Speakers Bureau for GlaxoSmithKline and is an adjunct clinical instructor at the University of Buffalo, precepting both undergraduate and Pharm.D. students.

Cori is a member of numerous professional organizations, including the American Pharmaceutical Organization, the American Association of Diabetes Educators, and the Pharmacists Association of Western New York, where she was appointed to the Board of Directors in 1999 and currently serves as second vice president. She is certified in diabetes and asthma management and smoking cessation, and is currently pursuing a doctorate degree in pharmacy.

Stewart B. Siskin, Pharm.D.

Stewart B. Siskin, Pharm.D.

Dr. Stewart B. Siskin received his B.S. in pharmacy from the University at Buffalo in 1968 and his Pharm.D. from the University of Michigan in 1970. Following completion of an ASHP accredited residency he took a position as Supervisor, Drug Information Services at the University of Michigan Hospitals and was an instructor at the University of Michigan School of Pharmacy. In 1976 he joined Bristol Laboratories Medical Services Department in Syracuse, New York as Assistant Director, Clinical Research, culminating in 1990 as Director, Clinical Research, Dermatology for Bristol-Myers Squibb Pharmaceutical Research Institute in Buffalo.

His publications and presentations include topics on clinical studies in infectious disease and dermatology and clinical study methodology. Following his retirement in August 2000 from BMS, he took the position of Director of the Office of Postgraduate Professional Education at the UB School of Pharmacy and Pharmaceutical Sciences.

Dr. Siskin is active in several professional organizations and is currently a board member and treasurer of the Western New York Society of Health-system Pharmacists and Director of Educational Services for the New York State Council of Health-system Pharmacists.

 

Jennifer Treacy, R.Ph.

Jennifer Treacy is currently the Supervisor of the Official Prescription Program at the Bureau of Controlled Substances, New York State Department of Health. She completed her B.S. in pharmacy at the Albany College of Pharmacy in 1989. Jennifer practiced retail pharmacy for six years. She joined the Bureau of Controlled Substances as a pharmacy consultant in 1994 and in 1995 assumed the role of Supervisor of the Official Prescription program. She is actively involved in educating pharmacists regarding controlled substances laws by giving seminars, as well as through the preparation of the Bureau of Controlled Substances Pharmacy Newsletter.

Karl G. Williams, M.S., LL.M., J.D.

Karl G. Williams is currently practicing both pharmacy and law. This includes the role of Director of Pharmacy Service for MdKesson HBOC-MedManagement, at Moses Ludington Hospital in Ticonderoga, New York. In addition, he has a legal practice focusing on the legal issues facing pharmacists, health care, and Medicare and Medicaid fraud and abuse.

In 1980, he received a B.S. in Pharmacy from the University at Buffalo School of Pharmacy. He also has an M.S. from the University of Rochester Toxicology Training Program, a J.D. from the University of Kentucky School of Law, and an LL.M. from the Syracuse University School of Law. Mr. Williams has held several management positions in hospital pharmacy, and teaches at Albany College of Pharmacy and the University of Wyoming. He is a member of many professional organizations including the New York State Council of Health-System Pharmacy, the American Pharmaceutical Association, the American Society of Health-System Pharmacists, the American Society for Pharmacy Law, and the New York State Bar Association. Mr. Williams has published over 25 articles in professional journals involving various clinical and legal issues affecting pharmacy practice and the industry.
